Google reverse images search doesn’t know – that usually means it’s not a “known” celebrity – but it fails on on expressions..
It looks a bit like Terri Hatcher.

Source of picture. looks like it was cut out of spanish tv show and either taken on a phone or screenshot and cut down to size.
Probably best to get full image or say how you got the picture.
