Can I use paypal from India to buy rapidshare accs after that issue about blocking payments ?

YES why not just link your Paypal Account to your Bank Account !

Unverified paypal works too. I use it all time.. Use this www.entropay.com
Make an account there. You will get a virtual visa card from there. Add that card to paypal. And then spend till you drop. I use it all the time.. eBay and many other sites or for donating to devs etc

But paypal in India has a lot of restriction. Look for a bank wire transaction.

just use your master or visa credit or debit card directly on rapidshare and buy the account you dont need to hve a paypal account to purchase it
