My video card is funky.

In the DXDIAG menu it says direct3d and directdraw acceleration isn’t available. Here is what I tried:
-Reinstalling drivers
-Installing mobo drivers(I just had a reformat. My mobo is Foxconn651M03)
-Reinstalling DirectX
-Disabling netmeeting
-Setting Hardware acceleration to full
-Enabled write combining
What am I doing wrong? BTW my video card is Radeon 9250.
