In Photoshop you would usually design the website layout. It would later be cropped and cut and aligned using HTML and CSS. Photoshop is not a program for site creation…just layout creation. You can also use applications such as Microsoft FrontPage or Adobe Dreamweaver that allow you to easily design a website. Good luck mate ^_^

I can’t say much about Dreamweaver but I’ve always written my own code using web design programming so I don’t know that much about it. You can cut your Photoshop layout and fit it together with Dreamweaver, a method which will not require HTML knowledge from you. Good luck mate ^_^

Adhering to what you had asked, I would say YES! First, once you had designed your layout, you need to ‘Slice’ them using the ‘Slice Tool’. For instance, if you wanted to make a button clickable, you will need to slice that button and later on, choose the ‘Slice Selection’ tool and look at the properties where as you could add/change the URL, slice name and so on.
Good luck!
