Lord of the Rings Online really free ?

I no that the game is out for many years now ,but i just didn’t have time to play it ,now it said the game is complete free ,but i heard only for like 25-30 lvl only or something like that.
So any one out there playing this game and is is really free to play ,or pay and play ??
