If you are on Windows Vista/7 – you can find it under the control panel as Speech Recognition.
Additionally, for XP, I believe office XP (and likely above) installs some speech recognition aswell.
If you train it, and use a headset, in a relatively quiet environment, it can be quite decent.
Though most speech recognition for dictation leaves some to be desired.
