is my laptop suppose to lag tv monitor?

so I am using a tv to play my games and I noticed a little lag on the tv. My resolution for my laptop is 1366×768 but the tv is I am guessing 1920×1080 since its a 1080P tv 55inches. So is it my laptop can’t support it that well or do I have to do a setting in my laptop? My laptop specs are:
AMD a10 quad core @ 2.30 GHz with amd radeon 7660g 6gigs ddr3 ram
EDIT:>Oh and I am using HDMI not vga.
EDIT:> how do I make my tv look like my laptop same brightness. It just doesn’t look the same even though I mess with the tv brightness.

I have observed the same when expanding / cloning my desktop to the telly … for the brightness :
other than messing with the telly’s brightness or the laptop’s brightness from ingame, no idea
