Is it possible to upload an Avatar from my Desktop PC?

I have a .gif file I have used on other sites. I tried the page for uploading an Avatar in my profile but there is only a
field to type the URL of another website to upload from. I have the file on my PC and would like to upload it.
If anyone can fill me in on how to do this I would appreciate it.
