Anybody know of any programs or files that are able to bypass the Activation Locks on iPhones?

There is no public method for bypassing iCloud. Plus, you’ve probably got a stolen device anyway.
Unless it’s yours and you can prove to Apple that it is yours, you’ve got a nice doorstop!

The owner with the receipt is the only public method of doing it.
If you bought an used one in this state then you should try going to the police to check if it’s stolen.
