IMEI is unique to each mobile and your only given one per mobile upon factory, good luck with that.

Illegal in the UK to change a phones IEMI code, in saying that i believe that some street/market traders can do it.

Unlocking via IMEI is a bit expensive… it all depends on network carrier… It goes from 50$ up to 200$.
