The best way is to go into your BIOS and change the Front Bus Speed and/or multiplier.
Most people just raise the FBS around 5-10 Mhz, then load up windows, if it works, then add another 5-10 Mhz.
When it becomes unstable you can either increase the voltage (not recommended for beginners) or just lower it to the last good setting.
Remember though that changing your FBS also raises your ram speed, which can cause instability, so you will want to change your ram ratio to somethting that puts it under the stock speed (800Mhz probably) Although some motherboards allow you to lolck your ram speed at a certian number. Now to sure if your’s will or won’t.
