You heard EXTREMELY wrong.
The resolution won’t be capped by the type of cable you’re using, rather the source (video card) it’s coming from.
Answer #2
Not quite, but close. VGA usually limits it to 1024×768

I’m using a VGA cable from my 9600GT to my 50″ 1080p (1920×1080) Samsung plasma with absolutely no issues.
Prior to that I was using it on my 32″ TV (1366×768) with no problems.
Edit: OP–VGA, like any other cable, will have a bandwidth limit…however I would be amazed if you could find an output source that would have a higher resolution cap than a VGA cable could support.

It really depends on the TV / Computer. Some TV’s only allow 1080p through HDMI or DVI, and much less on VGA. But check the manual of the TV to know.
Like the Sony models only do 720p on anything else than HDMI/Component inputs
