HF

My Rs account is coming to an end in a week, so i decided to change to what appears to be the very popular HF.
So far i have tried to use it twice and the Max speed i can get with it is 150 Kb/s which is very annoying as i use to get 800+ with RS.
I am using Jdownloader and my ISP is Bethere, UK based. anybody have any ideas on how i can improve this?
Does any one know if Bethere throttle with HF and not RS?
Any ideas would help me!
