Help me to choose a offshore domain registrar.

I was working to make a site where i am going to use some nulled script. If i choose some american domain provider like godady or anyother then the domain will be blocked within months for sure. For it i need to choose any trusted domain registrar from Germany or Netherlands. Do you know what will be the best?
And to host this site we also need a cheap offshore vps. Any idea what to choose?
