Help ASAP Motherboard red light cpu

So before i begin here is the build
CPU:
Intel Core i7-5820K Haswell-E 6-Core 3.3GHz LGA 2011-v3 140W Desktop Processor BX80648I75820K
CPU Fan ( Bad idea ): Cooler Master Hyper 212 EVO – CPU Cooler with 120mm PWM Fan (RR-212E-20PK-R2)
MotherBoard:
ASUS ATX DDR4 3000 (O.C.) Motherboard X99-DELUXE
Ram:
Crucial Ballistix Sport 16GB Kit (8GBx2) DDR4 2400 MT/s (PC4-19200) CL16 DR x8 Unbuffered DIMM 288-Pin Memory BLS2K8G4D240FSA
Power Supply:
Corsair CX Series 750 Watt ATX/EPS Modular 80 PLUS Bronze ATX12V/EPS12V 744 Power Supply CX750M
So i plug everything up and the fan give me a headache when setting it up used wrong jumpers anyways after plugging everything i get error message (53) which is something wrong with memory so i try all memory ports still same issue.
then i try the second ram alone i got error 57 on all ports too, so after researching some people said maybe the fan pins were pushed, so i removed the fan and tried without the fan but now even worse error i only see 00 and Red Light on the CPU and it just turns off!
also searched for this many people said it might be bent cpu pins or thermal paste came on cpu pins so i checked the socket, and i really don’t see anything wrong, i am gonna get magnifying glass today to check it correctly.
I can do RMA but i don’t wanna wait a month for this ( i live in Palestine ) i have to ship it to US then to them and its painful.
So any fixes?

Firstly if the CPU fan is not connected it will turn itself off to protect itself so connect it. You will also need to check in the motherboard manual which slots to insert the RAM (either slots 1 & 3 or slots 2 & 4, also make a note of the CAS timings and voltage this should be on the RAM itself), when that is done boot it up and if you get a RAM error and they are in the correct slots press the MEM OK button on the motherboard (top right) this will set it to a default (prob 1333).
You can then enter BIOS and set the CAS timings and voltage as noted earlier.
It could be a board problem, but its best to check other options before RMA.

Thanks for the replay, well for the cpu i connect the fan but not in top of the CPU i think it shouldn’t matter right?
and for the ram i checked manual its second one on the right from the cpu i did put it there, but it was wired sometimes instead of red light on cpu it just hang at 00 and the fan on the video card turns on and off ( tried multiple cards some fan never runs)
it doesn’t try to initialize anything!
i did click on the mem restart
i really don’t wanna RMA will wait so long
