i would definitively go for an Ati ( personal opinion ) and its a decent price. I just got my Sapphire Ati hd 5770 yesterday for $166.97 and plays all the games i throw at it. You might want to check the HD 5870. Its worth having a look (kind of expensive) but worth its price =)

The easiest thing I know of is to turn your computer off open up the side panel (by taking off the screws on the back of the computer case) and then take a look for a label on the power supply and see if you can identify the number of watts. (Use a flashlight you may need some lighting if your room is dark)
Yes it should be written something as “400VAC” or “AC INPUT 400w” if you have a 400w PSU
