Getting blocked

My buddy has out of the blue is getting a network timed out error on this site only.
It says that The server is taking to long to respond. The only way to get in is to use proxy. his screen name is 0-Noxious-0 please help thanks

the server may be too crowded, try again a little later. since its this site only, its probably that

no it worked fine for a while and then out of the blue it did this We tried resetting modem, router, firewall

if he uses tor he can get in but thats the only way

Stop double posting mate, maybe reinstall the browser?
