FTP PASV tunneling?

I need to use FTP at my uni and they’ve recently decided that ports 1024+ are going to be blocked. This means that normal data connections can go through on 21, but PASV mode needs anything above 1024, and so I can’t even list some directories.
What are my options here? Tunneling? If so, with what? I’d rather not shunt everything through a proxy since personal passwords are used. But any options are appreciated.

As far as know 90% of ftps use port 21 and passive mode…So you are not loosing much…
