I want to play this game and i plan to pay for subscriptions but i want to know some things first that i am not sure about. Can I download the game or exp pack here then be able to subscribe or must i buy at a retail store?
Can i play the complete game by just buying the latest expansion or must i have the original game first?

hm i think you just need a like account to log in im guessing im not sure i dont play FFXI

Obviously you’re going to need to buy the original game to get keys tied to your account. You can get the Vana’diel 2007 Collection for Windows for $20, which comes with the first 3 expansions, then the Wings of the Goddess expansion for $30.

You need the original game as it comes with the Playonline software. Expansions only include the expansion.
