Does Anybody Know What This Means?

Found this at an estate sale recently. GF is into ephemera and other vintage items. I’m thinking this is possibly something related to the Shriner’s organization.
Would like to know what the English translation might be.

it looks Persian or Arabic..

It looks like a military epaulette.
Maybe the name of a regiment/troop?
