car licance plate programe

hey guys i’ve heard that there is a software that can find an owner of a car by car licence plate, and not go thro the police. i really need that guys reallly baaaaaaaad. help if u can

I think the only way to get to that info i through the police. It would breach privacy laws if they let you do that.

yea, the only way to do that without the police would land you in jail… when all else fails just follow them home
