Cam to cam conference/chat?

Looking for a way to have a cam to cam chat without using any messaging software?
I just want to connect to a cam using an IP address?
Is there a way to do that?

Don’t think so. You could use Tinychat, you can make a room without installing software. http://tinychat.com/
