Anyone know what addon this is?

Im looking to make a site that uploads images in there categories but cant find a way to set it up yet. I was looking around the internet for some ideas and came across a website called:

On there site they allow people to upload photos to there category and even allow requests. Do you think its custom made or is there an module/extention that allows me to create the same options?
Dont mind what is needed to be used, wordpress or joomla etc.

This site uses a wordpress – not sure what theme as they have uploaded their own modified. It looks like it might have been created with Artisteer. If you use Artisteer you can choose joomla, wp or from a variety of others in the export.
To get info on all of their plugins / extensions used, just right-click in ff and view page source – search for plugins etc.
