Any free PC to phone calling services?

I found one a few weeks ago and forgot to bookmark it, and for the life of me I can’t remember what it’s called.

There is a site called evaphone.com which allows you to make calls from your pc to any other phone in the world!
But unfortunately it is only for 30 secs, after that the call gets disconnected and you have to renew your ip before you make any other call( ppl with static ip cant do this).

u have 30 seconds to help haha
i had one program a year ago which allowed u to call phone and it would last for a minute
but i cant remember a name :S

skype used to have it unlmited for like 6 months to get people addicted to it so they would be forced to pay.
but they offer very cheap rates if you wanted a really realiable pc to phone calling provider
