Adobe Premiere CS4 problem

ive recently started to use adobe premiere but have had some slight issues with it…
i place a video (which is .avi) on the timeline and try to play it back but it freezes on the first frame, maybe 2nd and will stay like that. also sometimes the sound jumps around, as in playing bits of sound which should of been there til later on in the clip….
can anyone help me resolve this…
What hardware are you using? Sounds like the system isn’t powerful enough to run it.
