Answer #1
Try restarting.
If that doesn’t work, re-download the iTunes installer. Run it and it will give you the option to uninstall it or to do a repair install – choose the repair installation. After it’s done repairing your current iTunes installation, try uninstalling again.

According to Installshield, this means you do not have full administrator privileges on the computer. First go into User Accounts in the control panel and make sure your user account is set to Computer Administrator. If it is not, change it. If that doesn’t work this is next:
This symptom occurs if the user does not have access priviliges for the following registry keys:
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Interface
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\TypeLib
Use regedt to alter the security settings. Give Full Control to following user types:
*Administrator (on the local machine)
*System
*Created Owner
