i just bought a new pc and insatlled windows vista home premium x64

X64 is for 64 bit processors so I hope thats what you have. The most common version is X86 which is for 32bit pcs which the majority of people have.
If you want to stick with vista you will want to disable UAC (Thats the permission pop ups)
I Highly Recommend you stick with windows XP, I have used vista and everything about it is terrible. If you need more advice just post or pm me. Best of luck, if you’re not sure where to go to disable it, google has some nice guides that can do a better job then me
Answer #2
I use Vista just fine Just stop User Account Control (UAC) and restart. After that all the annoying messages should disappear.

Go to Control Panel
