Second Taskbar In XP?

I’ve dabbled in ubuntu and although i feel it is a swine to get programs working, i loved having two taskbars.
Can i get an additional taskbar for xp?
and, if possible, can i have the ability to move stuff around on it like in ubuntu?
I hate rocketdock and objectdock btw…ha!
