means people open certain sites in my computer and download songs,clips,etc.

you can lock your browser with password mate (exp. mozilla):

So you want to block downloading, but allow downloading?
Why exactly are you doing this? Can you not just put a password on your computer and keep people off it? There is probably an easier way to solve this problem…

well can you be more specific.. is it like using the same user account, or is it when using internet explore… etc??
coz, using group policy you can do certain restrictions..
