The ‘message’ looks like a pop-up from a site you visited. It’s trying to trick you into downloading their crap software that will probably screw your computer (then ask you to pay for the software so that it will fix it).
If you really want to do it, here’s how:

1. Click Start-> Settings-> Control Pa-> Administrative Tools-> Services
2. Scroll down and highlight Messenger
3. Right-click the highlighted line and choose Properties
4. Click the STOP button
5. Select Disable or Manual in the Startup Type scroll bar
6. Click OK
