I’ve had great success with file scavenger,And some good experience with active file recovery too,But there a few things you should
be aware of:
1. Data can only be recovered as long as it hasn’t been replaced (overwritten) by other data,Once that happens,It’s gone.
I.E if you delete a 10MB file then copy/download another file which is 10MB or bigger to the same partition,It’s gone,Temporary
files can potentially overwrite it too (I.E browser cache),Even if only a portion of the file was overwritten and not all of it,It’d still
be a total loss,,Now let’s talk about how formatting play part in this,Data recovery is still possible after formatting,But of course
depends on certain factors,Firstly the format type,If you do a full format using windows vista/7,It overwrites all sectors
of the specific partition,Effectively making previous data irrecoverable,A full format however made from any other OS or 3rd
party partitioning tool will not overwrite all sectors and will still be recoverable (to an extent) and a quick format is always recoverable
regardless to how it’s done,But as said before,Data that has been overwritten cannot be recovered,Which is why if you format & reinstall
the OS,You can only recover the remaining data and not what you already overwritten,I.E let’s say you created a word document past
the 15GB mark and after you reinstalled your OS/Apps it hasn’t topped 15GB,It’d still be recoverable,It’s all about the positioning!
2. Ideally,If the data loss occurred on the OS partition,You’d wanna shutdown the PC asap to prevent potential overwrites,And then
hook up the HDD as secondary to another PC and use a data recovery app from it,Or alternatively,Boot from a special recovery
cd such as active boot disk (which you can get on the app section) and use active file recovery.
3. From reasons already mentioned above,One should never, ever attempt to recover the data to the same partition it was deleted from!,This would be a complete disaster and will render the data completely useless,You must always have another partition (or HDD) with enough free space to recover it to.
4. Data recovery cannot be performed on an encrypted partition/container if you don’t remember your password,So don’t even bother
going that route if that is the case.

I’ve had good results using Active@ File Recovery. It works directly from a WinPE Boot Disk, no need to install anything.
