What does Reformat Hard Drive do?

isnt that where you have the OS installed, and you decide to format it to either put a new OS or just do a fresh start.
You erase what you had before and format it again to store data or install Windows. All you do is stick a Windows CD and run it then delete partition, create new partition, format as NTFS and install Windows. Pretty simple, i am assuming you use Windows 2000, XP or Vista CD for that. For Windows 98 i dont remember much but you need bootdisk for it.

it deletes all data and reforms the empty sectors in the chosen partition and format ie fat 32 ntfs and so on then you must install the operating system
All data gets eaten and you have to feed your system a new operating system. <- which is why you back up
