How to recover files lost during data transfer ?

Try data recovery wizard (get it from the apps section)
Do note however that data is only recoverable til replaced
so if you installed/copied/downloaded anything to your HDD/Flash
drive it might not be possible to recover some (or all) of the data.
They would have been in ram while being copied.
when you lost your power you lost your files .
No way back C.O.D power loss.

Now as far as data loss due to power faluire, Microsoft has the System Restore Function, to Access this function simply click on Start, All Programs, Accesories, System Tools, System Restore. You can recover just about any file that was not formatted

Yes you could try but you would have to backup new files first
as system restore would wipe what was after the restore point.
Issue:
How to recover missing, lost, or deleted files.
Cause:
Lost files can occur because of any of the below possibilities.
1.File was mistakenly deleted.
2.File was corrupt and deleted by scandisk.
3.Another program deleted the file.
4.File is password protected.
Solution:
Before reviewing the below recommendations and suggestions, verify that the files have actually been deleted; in some cases the files may have simply been moved. I have tried most of the above mentioned methods before posting here .. Nothing has worked .. Infact, i also called on a friend who works as a data recovery agent (2 yrs experience) but he couldnt help me either ..
