Desktop Icons

Every Icon has this crappy backshadow thing which looks plain ugly….
heres what i mean:
No idea why its doing that, but in the past its been normal….
i’ve asked others for help, and they suggested this:

Which is also the same problem that im having….
only thing is that the reply to his problem isnt working for me >.>
Any help or suggestions?
Control Panel/System/Advanced
Performance … Click settings button
Make sure ‘Use drop shadows for icon labels on the desktop’ is checked.

Or you could try this:
Control Panel/Display …….. Desktop tab
Try changing the colour (bottom right)
