My deleted desktop icons keep reappearing after reboot

So the problem, I was backing up some of my devices (tablet, old phone) and saved the files in folder on my desktop. So it took about 40+ GB on my desktop and leaving only less than 2 GB free for my C Drive. This bugs me. These files~ Folders are not allowed ~ keep reappearing sometimes after a reboot, not every reboot.
My system info:
- Windows 7 Ultimate
Some of my software list:
- Fences (desktop decoration app) – from Stardock
Avast 2015 Free AV
I can’t think of anything else that might have affected this issue. Can anyone help me out? Do you think this is due to application or it’s a bug in the Windows OS?
Try deleting the files from command prompt or by using an application like move on boot.
Click on Start
Type CMD in the Search box
Right-click on CMD and choose Run as Administrator
Leave the Command Prompt window open, but proceed to close all other open programs
Right click on the Task bar and click on Task Manager
Click on the Processes tab, click on the process named Explorer.exe and click on End Process.
Minimize Task Manager but leave it open
Go back to the Command Prompt window and change to the directory where the file is located. To do this, use the CD command. You can follow the example below.
Example: to change to the Windows\System32 directory you would enter the following command and Press Enter
cd \windows\system32
Now use the DEL command to delete the offending file. Type DEL <filename> where <filename> is the file you wish to delete.
Example: del undeletable.exe
Use ALT-TAB to go back to Task Manager
In Task Manager, click File, New Task and enter EXPLORER.EXE to restart the Windows shell.
Close Task Manager

That’s the odd part.
A virus would return them every reboot.

OK – have you tested the Hd for bad sectors? – Chkdsk /x c: And reboot when it says to.
Next – don’t delete the file – RENAME it: rename it to “Z” – just one character, capitol Z… does it get renamed on reboot or does a new folder appear with the old name?
Along with the above – try MOVE: move the folder off of the desktop and put it into c:\ If you can’t rename it then it has a null character in the name (that might alos be why it returns) – you can delete these but it’s a little complex – let me know if you need this bit.
If you can move/rename it and it doesn’t come back… it still points to HD corruption.

Other things to try – Unlocker 192, even if it’s not locked, tell it to delete the folder.
Safe mode – boot to safe mode and delete from there.
How did you backup – was it a program that auto-does the work? Maybe it’s still running as a “watch” service and recreating the folder for the next “backup”?
