Beginer at setting up FTP server

Ok here is what I want to do.
I have some spare computer parts laying around notably;
AMD 2×64 athlon 5200+
OCZ Reaper DDR2 4GB Ram kit @ 800mhz DVD drive
WD 250gb SATA HDD
Will buy
PSU (how many watts do I need and do I need a good one or just generic)
Main board ( probably low end asus Micro atx form factor)
Mini tower
What I want to do is basically run a ftp server. What I want to know considering I know nothing about servers is which FTP program should I run on wish OS to be able to
– Create accounts that can be accessed by simple FTP client like flashFXP or FTPleech
– Set download limits for these accounts (don’t want them to over download since i don’t have unlimited uploads on my connection)
– Remontely access and upload files from other computers
– Very simple and easy to use
– Keep records of who accessed my server and what they downloaded I don’t have all the parts yet but i’d like to be able to install the FTP program on my current system so i can play with it and be ready when I finally built my server

Any half decent pc will be fine as the internet connection will be the restriction
Serv-U FTP Server 7.3.0.0 should work fine

As well, I’d personally use XP over vista but thats just me..
