Setting up a dedicated server for CS Source without steam

Please help , I need to set up a dedicated server without steam , even though I have steam , the other players don’t . Please help . Thank You !

Can’t be done. You need to make one on steam, then crack it.
You need steam for it. CSS was made to be used with steam.
Unlike other games which were made, then they were changed to be used with steam too.
no its not true, go to steam-evolution.com and there you can have a program steam dedicated server download and you can set up a steam server without steam
