That’s up for debate, because some forums have ads, simply so they can afford the yearly registrar.
Being a mod means being able to do it with responsibility.
Some forums allow forum perks for mods. (For example, here they might have access to forums that VIP are allowed to view, which might have some nice perks such as direct downloads)

There’s millions of people out there with no lives who would jump at the chance to be a mod on a forum, it makes them feel important when in reality nobody likes or respects them. Why would you dream of paying.

modding is a great responsibility n you can’t just buy a mod for ur forum
but if u r making money from ur forum you could pay them
