Looking for Emergency Boot Tools & Format Tools

I’ve recently had to format a Latoptop which had an unrecognizable format.
I’ve got UBCD (Universal Boot CD) & Hirens boot CD. I had to mess arround UBCD to format all the partitions & repartition them.
I was wondering if there are any MORE tools like these in case of emergency when we can’t boot the OS?
Also, Are there any GOOD HDD Diagnostic tools? The one UBCD has it’s buggy. It shows HDD has problem but after everything it went fine. It’s showing the same error message for all the HDD’s
