Win7 loading problem

So my problem is next:
i turn on laptop and win7 loads till screen when you can read “Welcome” and then it load more than usual.When it load finaly i see black screen with cursor only.And nothing happen.Then i start Task Manager and find there some RunOnce.exe process,so i shut it down and everything works fine till next restart.That file is at system32 and cant be deleted.And i really dont wanna put new win7 installation again.If you had patience to read till end and think you maybe know a solution,then please help me.
