Applications like Microsoft Visio ?

I’m searching applications like Microsoft Visio, to make management structures etc.
The reason why I’m searching for another program, is because Visio doesn’t allow me to link to pop-ups (frame/target), while most applications do allow you to.
So, does anyone know a look-alike of Microsoft Visio?
