Change Windows Language French to English

Hi there,
My friend is running a french version of Windows Vista and he would like to change it to english.
What is the easiet way to do this for someone who doesn’t have a very fast internet connection, so downloading a new OS isn’t really an option.

go to control Panel – region and language – change display language.

and to change the display language I suppose I have to download the french langauage pack from Microsoft?!

and no one said anything about downloading anything
just look in Regional and Language Options
