Try this, it allows you to convert files that are on your hdd

I was looking for a converter also, for an ebook I had, and have concluded that you need Adobe Pro to convert for you.
What I ended up doing is converting the html file to chm file. Although not a pdf format it’s easy to read and convert.
Try EasyCHM it’s free and small.

How about installing a “PDF printer”, then you just open the HTML in your browser and “print” it to PDF
