What does this mean HDTV and help me choose HDTV.

So my tv broke and I want a new one so tell me what does this mean http://microcenter.com/product/357567/42_Class_720p_Plasma_HDTV
It says it display 720P but supports 1080P, its resolution is 1024×768 so how does it support 1080P?
My next question is which tv is better. This one

I know the refresh rate is higher and has something to do with picture and the higher the better but which one is better?

For 720p the number of pixels that make up the image is about 1 million (equivalent to 1 megapixel in a digital still camera) and about 2 million pixels for 1080p. This means that a 1080p image has the potential to display a lot more detail than a 720p image.
