What Desktop should I get to play videos only?

I am trying to buy a Desktop solely for the purpose of playing videos files and displaying them on the TV. My TV does not have HDMI capabilities, but only S video and Composite. Can someone tell me the cheapest price range I can buy a computer for and what Cables I will need to perform these actions. Also what is a cheap and nice wireless card for my desktop. Thank you.
Note: I want to play high quality files and I don’t want lag while the video is running. My tv has composite hook ups and 4 pin s-video

both…either hell i have a mac running osx playing vids on a 51inch samsung via VLC player….I have a gateway running win7 running videos through a 37 inch vizio which is also running VLC

some do, not many tho
if your not recording then a Pentium4 (used) should work for Svideo
or a low end brand new PC
just be sure the video card has Svideo out
you will need an Svideo cable and for audio a headphone type (1/8″) jack to 2 RCA jacks (assuming your TV has RCA audio in)

why do you want to use S-video??
1. hdmi
2. dvi
3. vga
4. s-video
5. scart
if you screen has VGA i think its better to use that one.
or buy a simple coax converter that can use all the connections (its like 30,- euro’s over here.)
than the kind of computer with the kind of graphic card doesnt matter.
