Changing the access rights of a computer user can be done by changing the type of account the user has. A limited user has restricted computer access rights whereas a computer administrator has full rights and can do whatever he or she wants do with the computer system. The major restrictions imposed by a limited account are that the user cannot install programs, make systemwide changes or access files that are not in his own user profile. You have to be logged on as a computer administrator to change account types. 1- Click on the “Start” menu and then open the “Control Panel.”
2- Click on the “User Accounts.” Click “Change an Account” and then select the account that you want to restrict.
3- Click on “Change My Account Type” after you click on the account you want to modify.
4- Select either “Computer Administrator” or “Limited” and then click “Change Account Type” to apply the changes.
or just use a software to unlock the resource and then delete. like Emco Unlocker or try the registry trick of taking permission, then deleteing.
unlocker will do that for you also
