‘Rooting a phone’ is, as far as I know, used with reference to an Android device.
Android devices use the Linux kernel and on the device you have two types of accounts, the user (low-privilege) and super-user (high-privilege system administrator, also known as root).
To make system wide changes on an Android device, for example, remove system applications, bloat-ware, edit the hosts file etcetera, you need to have system administrator privileges. By default, Android comes with the user account and the super-user account is usually locked (to prevent removal of bloat-ware and to prevent unintended changes by the user). Unlocking this root account is known as rooting.

Rooting or rooted means that the user/owner has super user access on the phone.

Then you escort it home and it might offer you a cup of coffee.
In the phones flat you stick on some soft music, dim the lights a little…
It all flows on from there.
As to WHERE you would root a phone, I think you need to be a needle-deeked-nerd first..
