[Solved]Installedshield based installations error

I get this installshield error when trying to install games and apps built/compiled with installshield

Windows 7 ultimate 32-bit
no viruses,trojans etc. system is clean
i googled for 3 hours and no solution
tried this: http://consumerdocs.installshield.com/selfservice/viewContent.do?externalId=Q108322&sliceId=1
and the Ikernel.exe and no luck
and unregistered and registered windows installer handlers and no luck
maybe someone encountered this and fixed it somehow, the only soultion that comes to my mind right now and i’m pretty sure it’ll work is by reinstalling the whole OS but i don’t want to do that right now maybe there is a working fix out there thanks for any help provided.
solution: reinstall your OS.

im betting its a driver conflict of somesort.

You should update all drivers and stuff

all are up to date, all installshield engine has been reinstalled and updated and still the same error.
