edit: solved my reseting modem and changing mac adress.
When you are behind a router, the IP of your local computer is completely irrelevant to being IP blocked from web sites. Your LAN IP. It is the IP of the router that is visible to the Internet. Your WAN IP.
You will need to log in to your router through its web interface.
Depending on your ISP, resetting your router or releasing and renewing its WAN IP address may or may not give you a new WAN IP.

All you need to do is change your MAC Address on your router. Then reset your modem and your should have a new IP. use cmd.exe and type ipconfig to make sure that your real IP address not your subnet has change.
I recommend using ipconfig before changing your mac address to see what your first IP was.

You are changing the MAC Address not the IP, a MAC Address is different from an IP Address.. If you want to change your IP address you need to use Socks5 [Better and reliable] or Proxies [Dies real quick].. Proxies are free, but Socks5 do cost money.. Or you could just use an RDP or VPN
