Don’t rely too much on the “Mail in rebate”, If I were you I would get something else like “Cooler Master PSU” with atleast 600W. But it’s up to you to decide which one you like.
$125 for the 460? You can get a 6850 brand new for the same amount.

The XFX PRO550 goes for around the same price and is a lot better than that OCZ.
EDIT: nvm what i said..
Corsair CX600 V2 $69.99 +$1.99 – $10 MIR

These are within your budget:
This (Non-modular):

OR, this (Semi-Modular):

If you don’t need the modular design then definitely XFX is a great value for money, I own one of these.
OR, this (Semi-Modular):
That’s a very oddly priced PSU and is not worth the price.
For $90 you can get a Rosewill HIVE 650W modular PSU built on a Sirtec platform (same as the OCZ ZS series PSUs)

Hmm.. The Seasonic one is a overall better performer, and is backed up by a 5 years limited warranty unlike the Rosewill’s 3 years. On the other hand, you get the extra rated 130W if you choose Rosewill. I would go with Rosewill for the extra wattage.

Marginally.
